No, Invincible is NOT starting over with #1 -this a special one shot issue that takes place between #70 & #71. A good portion of the issue is to catch you up to speed on what's happened during the past 70 issues, to better prepare you for the forthcoming VILTRUMITE WAR, and while a lot of the issue is 'Remember the time that female Viltrumite fought you? What was up with that?' - the non self reflection bits are really great and get you even more psyched for the forthcoming storyline!  
I give it 8 out of 10 Grahams
