All Out War actually has the war start, making this issue an improvement over the last. There are few surprises here for long time readers, but you don't need surprises to have an enjoyable issue. Rick is still smart, but not as smart as he thinks, Negan is still a bastard, but not as much of a bastard as readers need him to be, and the pieces move just a little bit. My major complaint with the concept for this storyline is making it an 'event' in a book where every issue has had the possibility of being its own event, and we never needed something running the length of a TV season to fit that bill.
