Ace is taking the recently reinstated to active duty G.I. Joe (now a 4-star general in rank) to Washington D.C. to see the current President of the U.S., and as they're in flight Ace asks him if this is the first time he's ever flown in a supersonic fighter, and he responds the last time he flew to Washington D.C. was in 1963 in the back of a Phantom F4 jet. Ace then asks why was he flown in the back of that jet from Vietnam to Washington- was it that important. Joe then tells him that he can't respond because it's classified Top Secret. The story then goes into Joe's origin and how he was recruited to be the first true G.I. Joe by then-president JFK (shortly before the tragic historical event of November 22,1963 in Dallas, Texas) and ends with them landing in Washington as he asks Ace to give him a minute to recoup his bearings as they had just flown over Arlington National Cemetary (which stirred some sad memories of Joe making a promise to his gravely wounded friend Angel in 'Nam that his body would be delivered to Arlington to be buried there with military honors instead being left on some tarmac in 'Nam with a U.S. flag draped over his lifeless body as had been the occasion historically before a body was eventually sent back to the States for burial).
